AI Agents Will Outnumber Sellers 10 to 1 by 2028

Sales organizations now face the risk of "AI agent sprawl" unless they fundamentally overhaul their current approaches to data, automation, and user experience. Gartner projects that by 2028, AI agents will outnumber human sales professionals by a ratio of ten to one, yet fewer than 40% of those sellers are expected to report that these agents have actually improved their productivity.

“Sales organizations are moving quickly toward a future where AI agents are embedded across the commercial function, but more agents will not automatically mean more productivity,” said Dan Gottlieb, VP Analyst in the Gartner Sales practice. “Without the right data foundation, workflow integration and seller experience, CSOs risk creating agent sprawl, with more digital activity, but little improvement in seller impact.”

Currently, many sales organizations are caught in a productivity paradox where increased spending on talent, tools, and processes has resulted in flat returns. A Gartner survey of 210 CSOs and senior sales executives, conducted in early 2026, found that 60% of CSOs believe their revenue results are largely determined by factors beyond their control, highlighting a disconnect between productivity investments and commercial success.

Bridging this gap will require leaders to address the underlying systems that dictate whether AI agents can generate real value. Gartner predicts that by 2028, CSOs who restructure their data, automation, and user experience strategies will be five times more likely to see a return on AI investment than those who settle for quick fixes. “AI agents should not be viewed as a shortcut to sales productivity,” said Gottlieb. “They are only as effective as the systems they operate within. If those systems are fragmented, the agents will scale the fragmentation. If the systems are redesigned around seller judgment and customer value, agents can help create meaningful capacity.”

To prevent agent sprawl and ensure these tools drive genuine gains, Gartner recommends CSOs focus on three key pillars: owning an AI-forward sales infrastructure by building a centralized context layer, orchestrating winning sales behaviors to reduce administrative burdens, and harvesting AI's impact by measuring capacity expansion rather than just time savings. “Sales leaders should be asking where agents can remove friction, improve decision quality, and create capacity, not simply where agents can be deployed,” said Gottlieb. “The organizations that get this right will not just have more AI in the sales function. They will have a better sales system.”
