EU Proposes New Energy Efficiency Rules for Data Centers

The European Commission has introduced a regulatory framework for data centers that would mandate disclosures regarding their energy and hydraulic efficiency. This new proposal aligns with the European Union's broader initiative to mitigate environmental impacts and foster a more sustainable infrastructure across the continent.

The EC specified that it is proposing a standardized rating methodology to ensure transparent reporting on the actual consumption of energy and water, targeting individual facilities with a capacity exceeding 500kW. The framework is also designed to evaluate the contribution of data centers to the electrical grid and the extent to which they repurpose waste heat. The EC noted that recovering approximately half of all waste heat from European data centers would be equivalent to the total heating requirements of 4 million households.

Well-engineered, sustainable, and flexible data centers capable of modulating electricity demand in response to grid conditions can reduce the total cost of the electricity system, bolster grid stability, and facilitate the integration of renewable energy sources, the EC noted. The Commission acknowledged that data centers are fundamental to Europe’s digital trajectory, with expanded computing capacity being vital to enhancing the continent’s technological autonomy and digital sovereignty.

While the EU intends to triple its data center capacity over the next five to seven years, it cautioned that such growth presents challenges, including heightened pressure on the electrical grid and natural resource consumption. EU member states and legislative bodies now have a two-month period to contest these regulations, after which they will formally enter into force.
