European Operators Consider Joint Bid for Satellite Spectrum
Deutsche Telekom, Orange, Telefónica, and Vodafone have formally executed a Letter of Intent to investigate a joint bid for forthcoming Mobile Satellite Services (MSS) spectrum allocations within the European Union. This strategic initiative is intended to complement, rather than supersede, existing satellite industry partnerships currently maintained by the individual signatory companies.
This collaborative effort aligns with the European Commission’s objective of enhancing regional sovereignty and infrastructure resilience through secure, critical connectivity frameworks. The proposed structure aims to ensure rigorous European oversight of space assets while facilitating non-discriminatory access for all Mobile Network Operators to deliver Direct-to-Device (D2D) services. Such a model is designed to mitigate market fragmentation and promote robust competition across the continent.
By leveraging the collective subscriber reach, technological infrastructure, and operational proficiency of these major operators, the project seeks to expedite market entry and optimize spectrum utilization. This approach intends to integrate satellite capabilities directly into terrestrial mobile networks to ensure a seamless transition for end-users throughout the European market.
The consortium aims to address the rising demand for ubiquitous coverage in remote regions, bolster public network reliability, and support the emergence of a sovereign European satellite constellation. Under the current proposal, the four operators intend to develop essential ground-based infrastructure and monitoring systems within Europe, while outsourcing the specific satellite constellation components to a third-party partner yet to be designated.
