Moscow Government has launched Digital Home, a solution that enables holding online meetings and polls between neighbors and operates via blockchain-based platform Active Citizen.

According to the city regulations, every residential house is managed by a group of neighbors. From time to time they conduct face-to-face meetings in order to decide whether to replace the entrance door, to hire a new doorkeeper or to choose new management company, etc. Between five and seven thousands of such meetings are arranged annually. Digital Home has been launched to relocate these meetings to online platform.

Each question that should be put forward for discussion and further voted for or against is now moved to polls via blockchain in e-voting system that is easily accessible at any point of time either from desktop or mobile application. The information about current surveys and meetings is available through applications, per e-mail or SMS.

Micro communities are currently on the rise and citizens are interested in local issues. Big Data collected from Active Citizen polls illustrates that targeted voting have much higher engagement rate than city-wide voting. The statistics reveals that citizens are mostly engaged when the poll is targeted either by their social group, district occupancy. For example, geo-targeted poll “How my district will be redeveloped“ engaged 76% of respondents. With these regards, Digital Home is the platform to engage the neighbors to communicate with each other and build stronger local community online.
