OpenAI and SAP Team Up to Boost German Sovereignty Efforts

SAP teamed with OpenAI and Microsoft to launch a range of AI tools to the German public sector. It is yet another move to bolster Germany’s digital sovereignty.

Under the OpenAI for Germany plan, the companies stated that the rollout of services will be backed by SAP’s subsidiary Delos Cloud, running on Microsoft Azure. The collaboration should enable millions of public sector employees in the country to use AI safely and responsibly while meeting strict data sovereignty, security, and legal standards.

Set to roll out in 2026, OpenAI, SAP, and Microsoft will introduce tools to employees in the German government, administrations, and research institutions, simplifying the way people work while developing customised public sector applications and integrating AI agents into existing workflows. As a result, SAP plans to expand the existing infrastructure of Delos Cloud in Germany to 4,000 GPUs for AI workloads, and plans to invest further in applied AI capabilities in Germany by scaling its infrastructure and striking co-location agreements with other companies.

SAP recently committed to an investment of more than €20 billion to strengthen Europe’s digital sovereignty. The companies added that the plan directly supports Germany’s national AI ambitions, with the government targeting related value creation of up to 10 per cent of GDP by 2030. SAP CEO Christian Klein said the partnerships pave the way for AI solutions that are built in Germany, for Germany.

Separately, SAP also announced a sovereign cloud tie-up with AWS to combine their respective infrastructure. SAP stated it would make its relevant capabilities available on the AWS European sovereign cloud, which is backed by a €7.8 billion investment from Amazon. The goal is to boost the availability of AI capabilities in highly regulated industries.
