The Croatian Tax Administration Claims There Is No Chaos, and that Fiscalization 2.0 Is Functioning

"After the press conference held by MP Sandra Benčić, in which she presented several characterizations of the Fiscalization 2.0 system, we want to reiterate what we have been saying in the media for days: the system is working without any problems," the Croatian Tax Administration stated in its press release. “The system is stable and operational, and the exchange of eInvoices and fiscalization is taking place continuously, which is confirmed by the number of exchanged fiscalized eInvoices in the first three weeks of operation, the Tax Administration claims, adding that within the Fiscalization 2.0 system, as of January 22, 2026, fiscalization has been recorded for a total of 4,029,965 eInvoices. Comparing the same period last year, the Tax Administration has recorded 3,743,015 invoices in the system,” the body stated.

As of January 22, 2026, at 8:30 AM, the situation is as follows: 305,911 taxpayers are issuers and recipients of eInvoices, 97,769 taxpayers use the MicroeInvoice application, 4,029,965 eInvoices were fiscalized, and 236,841 taxpayers have exchanged an eInvoice. “Over 4 million eInvoices, and more than 305,000 taxpayers who participate daily in the exchange or receipt of eInvoices, do not indicate chaos, but quite the opposite. In such a complex system, we expected a large number of inquiries, and that is precisely why the Ministry of Finance and the Tax Administration respond to users every day, help, suggest, and correct shortcomings. This is the biggest step forward in terms of digitalization, which, now that it has been brought up to speed, will benefit everyone and make work easier,” the Tax Administration claims.

At this stage, the Tax Administration continuously monitors implementation, analyzes received feedback, provides technical and professional assistance through published instructions and answers to frequently asked questions, and communicates directly with all stakeholders in the Fiscalization 2.0 system. “We have not issued a single fine due to incorrectly entered data, and we reiterate that this is not the intention of the Tax Administration. As always, the Tax Administration follows the principle of opportunism, and no one acting in good faith needs to worry about penalties. We have repeated this several times, including yesterday at a meeting with the association Glas poduzetnika, who asked to be received by the Minister of Finance himself. He reiterated the same to them once again, after which they themselves concluded that there is no fear of penalties, and our goal is the same for everyone,” the Tax Administration explains.

The public consultation regarding the Rulebook on eInvoices has ended, submitted comments are being analyzed, and its final text will be published within a short period. This is a standard legal procedure, and the Tax Administration also published all necessary documentation in time so that entrepreneurs could prepare and adapt in due course. The Rulebook will not prescribe anything that is not already contained in the Act and published in the extensive Technical Documentation and examples published on the Fiscalization 2.0 project portal. “We call on all stakeholders who communicate in the public space about the Fiscalization 2.0 project to exercise maximum responsibility when presenting views that could destabilize the system and undermine confidence in this segment of key state information infrastructure, and cause fear and distrust. Finally, we emphasize that this Act received unanimous support from all MPs in the Croatian Parliament, including MP Sandra Benčić,” the Tax Administration states.
