Croatia’s fixed broadband market in 2025 was marked by intense competition among operators, visible technological progress, and a gradual shift toward very high-capacity networks, primarily FTTH infrastructure. This is clearly confirmed by the “Barometer of Fixed Internet Connections in Croatia,” published by nPerf in January 2026, covering measurement results from 1 January to 31 December 2025.
According to the latest nPerf Barometer for 2025, A1 Hrvatska emerges as the clear leader in fixed internet performance in Croatia, both across the overall fixed network and in the Wi-Fi segment. In optical access (FTTH), however, the battle for the top position is shared with Hrvatski Telekom and Telemach Hrvatska. At the same time, the market shows a high level of competition in specific areas—most notably upload and FTTH performance—translating into a better user experience for browsing, streaming, and working from home.
The nPerf analysis shows the average score of Croatia’s fixed broadband market at 97,112 nPoints. A1 Hrvatska stands out as the overall leader with 112,607 nPoints, ahead of Hrvatski Telekom at 100,172 nPoints. Telemach and Iskon record very similar overall results of 87,885 and 87,782 nPoints respectively. This ranking indicates that differences in overall quality are no longer dramatic, yet remain clearly measurable across individual technical parameters.
In average download speed, A1 delivers the strongest result across the entire market at 170.05 Mb/s. Telemach follows with 128.24 Mb/s, while Hrvatski Telekom records 124.83 Mb/s. Iskon trails with an average of 70.21 Mb/s. These figures confirm that A1 users, on average, have the highest available speeds for demanding use cases such as high-resolution video streaming and large file downloads.
Upload performance paints a different picture. Telemach positions itself as the market leader with an average upload speed of 88.13 Mb/s, ahead of A1 at 84.47 Mb/s and Hrvatski Telekom at 78.52 Mb/s. Iskon lags significantly in this segment with an average of 37.25 Mb/s. This metric underlines the intensity of competition in upload, which is becoming increasingly important due to the growth of videoconferencing, cloud services, and remote work.
Latency, a key parameter for online gaming and real-time applications, also clearly favors A1. Average latency on the A1 network stands at 15.77 ms, compared with 24.59 ms for Hrvatski Telekom, 25.38 ms for Iskon, and 38.77 ms for Telemach. Such differences translate directly into the user experience, particularly in latency-sensitive scenarios.
In web browsing quality, A1 again takes first place with an average score of 63.26 percent, followed by Hrvatski Telekom at 60.40 percent. Iskon records 59.86 percent, while Telemach scores 53.41 percent. A similar ranking appears in YouTube streaming performance: A1 at 83.36 percent, Hrvatski Telekom at 82.29 percent, Iskon at 80.74 percent, and Telemach at 78.67 percent.
A particularly important section of the report focuses on FTTH networks, which are increasingly shaping the market. In this segment, Hrvatski Telekom records an average download speed of 376.20 Mb/s, A1 achieves 342.20 Mb/s, while Telemach posts a notably higher 447.98 Mb/s. For upload speeds, Telemach again leads with 401.06 Mb/s, ahead of Hrvatski Telekom at 254.17 Mb/s and A1 at 248.47 Mb/s. Latency on FTTH networks is lowest with A1 at 9.41 ms, while Hrvatski Telekom and Iskon are around 14 ms, and Telemach records 21.84 ms. The overall nPerf QoE Score for FTTH shows a shared leading position for A1, Hrvatski Telekom, and Telemach, with Iskon slightly behind at 130,690 nPoints.
The report also highlights Wi-Fi experience, where A1 once again confirms the best overall quality with 109,894 nPoints. Hrvatski Telekom follows with 97,724 nPoints, Telemach with 87,752, and Iskon with 83,026 nPoints. In this segment as well, Telemach stands out in upload performance, while A1 leads in download speed, latency, web browsing, and streaming.
From a methodological standpoint, nPerf emphasizes a high level of accuracy, with around 1.5 percent deviation for absolute values and one percentage point for relative indicators. Only national operators with more than five percent share of the total number of tests were included, and the results also account for peak-load periods between 6 p.m. and 11 p.m.
Overall, the nPerf Barometer for 2025 confirms A1’s leadership in overall fixed broadband quality in Croatia, while also highlighting a very strong competitive landscape—especially in FTTH and upload segments, where Telemach and Hrvatski Telekom deliver highly competitive results. Croatian users are the direct beneficiaries of this technological progress and sustained operator investment in very high-capacity networks, further raising the country’s overall digital infrastructure level.
