Last year’s ICTbusiness.info analysis, also based on Tenderi.hr data has shown that the full year delivered contracted business value of €938.61 million, up 58.5% compared to the previous year.
Looking at companies bidding independently, KING ICT is the decisive leader with a total contracted value of €106.4 million. This figure significantly outpaces the competition and confirms KING ICT as a key delivery partner for the largest and most complex public-sector projects. The portfolio spans nationally critical information systems, infrastructure projects, and long-term digital platforms. At this level of contracted business, the numbers point to strong confidence from the state and public institutions in the company’s ability to deliver projects of strategic importance.
Second was COMBIS with a contracted value of €47.1 million. Even though it contracted less than half the amount of the market leader, Combis reinforced its status as one of Croatia’s most important system integrators. The result reflects a strong presence in major state and public projects, especially across infrastructure, security, and complex integration workstreams where delivery quality is the decisive criterion.
Third is APIS IT with € 33.6 million in contracted business. As a state-owned IT company, APIS IT plays a specific role in developing and maintaining core information systems for public administration. The high contracted value reflects continuity in large national projects, as well as the stability of a model built around long-term contracts and systems essential for the functioning of the state.
In fourth place is SPAN with €31.2 million. This result confirms Span’s strong step-up into the top tier of public-sector contractors, particularly in cloud solutions, the digital workplace, and IT infrastructure modernization. With this figure, Span positions itself as one of the most technologically relevant domestic players in large-scale ICT procurement.
STORM COMPUTERS held fifth place with €27.5 million in contracted business. With this result, Storm Computers stands out as the strongest representative of a group of mid-sized contractors that compete successfully for high-value projects. Its position at the top underscores how focused expertise, combined with a solid market position, can translate into a meaningful share of public ICT investment.
Based on analyzed and cleaned ICT tender data for 2025, a ranking by total contracted value for consortia highlights five leading joint bids that shaped Croatia’s public ICT market financially. These were exceptionally large projects, which required the pooling of capacity across leading domestic and international ICT companies.
The clear leader is the COMBIS and SPAN consortium with a total contracted value of €83.6 million. This figure exceeds all other consortia by a wide margin, strongly suggesting one or more exceptionally large and strategically important projects. The Combis-Span partnership combines competencies in systems integration, infrastructure, cloud, and modern digital solutions, positioning them as key carriers of the highest-value ICT investments in the public sector.
Second is the consortium KING ICT, STORM COMPUTERS, SUPRA NET, and Hrvatski Telekom with €23.2 million. This group brought together system integration, telecom infrastructure, and network services, pointing to projects tied to nationally important communications and digital infrastructure.
Third was the consortium of ERICSSON NIKOLA TESLA, KING ICT, and Eviden with €16.4 million. This composition strongly indicates high-complexity projects, particularly in telecommunications, critical infrastructure, and advanced digital platforms, where reliability and international references are decisive factors.
Fourth is a larger consortium consisting of CROZ, Neos, Notch Software Solutions, TIS Grupa, Kodilion, Serengeti, and True North, with €10.6 million. This consortium is a strong example of specialized software and advisory firms joining forces to cover a broad skills spectrum required for complex application and development projects in the public sector. Fifth is the consortium KING ICT and Abysalto, with a contracted value of €9.5 million.
By the number of concluded contracts, the COMBIS and SPAN consortium holds an absolutely dominant position with 87 signed contracts. This result far exceeds all other consortia and indicates an exceptionally strong operational presence. Such a contract volume suggests systematic and continuous participation across a large number of procedures, likely mainly small and mid-sized procurements, where the combination of integration and application competencies is particularly effective.
Second is the consortium SENSO PROFI and CompING with 38 contracts. Although the leading consortium had more than double the contracts, the figure for the second-placed group still represents very strong market activity. This ranking suggests a stable partnership that has positioned itself successfully in specialized and operationally demanding ICT procurements.
Third place is shared by the consortium Computech, IN2, and InfoDom with a total of 6 concluded contracts. This volume points to targeted and selective activity, with the consortium appearing in specific projects requiring clearly defined competencies and technical expertise.
The same number of contracts, also 6, was achieved by the consortium KING ICT and Abysalto. This confirms the partnership as a flexible market approach, particularly where robust integration capability needs to be combined with agile development and digital solutions.
Fifth is the consortium H&D Info i trgovina and Infosistem with 4 concluded contracts. While the absolute number is smaller, this consortium still ranks among the more active, indicating a stable niche and recognition among certain contracting authorities.
This ranking does not measure the financial weight of projects, but rather the volume of activity, organizational endurance, and the ability to run a large number of parallel contracts over time.
Among individual contractors by contract count, KING ICT ranks first with a total of 351 concluded contracts. This strongly confirms KING ICT as the most operationally active contractor in Croatia’s ICT public procurement market. Such a volume implies an extremely diversified project portfolio spanning many small and mid-sized procurements as well as long-term framework contracts, requiring high organizational capability, staffing capacity, and mature processes.
Second is Telemach Hrvatska with 175 contracts. The high number clearly shows Telemach’s strong presence in the public sector, especially in telecommunications services, connectivity, and network infrastructure. This positioning confirms that the telecom component has become indispensable in almost all public ICT projects, and Telemach has established itself as a key supplier in that domain.
Third is COMBIS with 135 contracts. While significantly lower than the top two, this result confirms Combis as a stable, continuously present partner for public contracting authorities. Fourth is IN2 with 123 concluded contracts. IN2 reinforces its strong position in the application and software segment of public procurement, particularly across public administration, healthcare, and other verticals. The contract count reflects long-term presence and a high degree of alignment with public-sector requirements.
Fifth is CompING with 97 contracts. Although just below the symbolic threshold of 100 contracts, CompING clearly positions itself among the five most active contractors by workload volume. This indicates a stable niche and the ability to win business consistently, often through specialized or technically focused projects.
Based on analyzed and cleaned ICT tender data for 2025, estimated procurement values highlight the contracting authorities that had the strongest financial impact on shaping Croatia’s public ICT market. The top five institutions concentrate an exceptionally large share of planned funds and represent the main drivers of the largest and most complex digital transformation projects.
First is the Croatian Pension Insurance Institute (HZMO) with an estimated procurement value of €148 million. This makes HZMO the largest single ICT buyer in 2025. However, it should be noted that this total includes the largest single procurement item, an estimated €127 million for Oracle licenses, even though actual annual spending is in the range of €500,000 to €600,000. The scale of planned investment points to extensive work on core information systems, infrastructure, and application solutions essential for the functioning of the pension system, one of the most sensitive and complex segments of public administration.
Second is the Central State Office for Central Public Procurement with an estimated € 127.6 million. This figure confirms the Office’s role as the primary mechanism for centralizing ICT procurement across the state sector. Through consolidated procurement procedures, this contracting authority directly influences technology standards, market structure, and the implementation dynamics of a large number of ICT projects executed horizontally across public administration.
Third is the Ministry of Justice, Public Administration, and Digital Transformation, with an estimated value of €92.7 million. The planned investment level indicates that the digital transformation of justice and public administration is a strategic state priority. These are high-complexity projects covering digital registers, system interoperability, e-services, and modernization of administrative processes.
Fourth is HEP with an estimated €87.7 million. As one of the largest state-owned companies, HEP confirms itself as a major ICT contracting authority. Investments are directed toward supporting the energy system, grid management, security, and business process digitalization, placing ICT projects in the energy sector among the most demanding financially and technically.
Fifth is the City of Zagreb with an estimated value of €63.4 million. Zagreb is by far the largest ICT contracting authority at the local government level, and by planned investment, it can be compared with individual ministries and large state systems. By number of tenders, the Central State Office for Central Public Procurement ranks first with 184 tenders, for which more than 400 contracts were concluded. This result confirms its pivotal role in centralizing ICT procurement for the state sector. Second is FINA with 122 tenders. Fourth is Hrvatska pošta (Croatian Post) with 76 tenders. The activity reflects a long-running digital transformation of logistics, distribution, and customer-facing systems. Fifth is Hrvatska radiotelevizija (HRT) with 74 tenders.
