EU to Regulate Tech Giants Where they Are Based

US tech giants need to be regulated by the EU country where they are based, according to proposed EU rules. That principle is set in the draft rules known as the Digital Services Act.

That means that Ireland will be responsible for regulating Apple, Google and Facebook because they have their European headquarters. Amazon will be under Luxembourg's supervision. A few other EU members, led by France, are pushing to broaden the scope. They are concerned that enforcement concentrated in two countries may weaken the rules and slow down decision-making.

Christel Schaldemose, a member of the European Parliament leading who can amend and add provisions, supports the act's core proposal. She, however, wants to go a step further by including a ban on some targeted advertising in the DSA.

"Targeted advertisements that are based on your behaviour on Facebook, for instance, that should not be allowed. Advertisements based on the fact that you have visited websites for buying shoes and things like that, classic commercial advertisements should probably be allowed," she said.
