Ofcom Agreed to X’s Measures over Illegal Content

The UK regulator Ofcom agreed to several measures outlined by social media platform X to better protect users from illegal hate and terror content. X proposed measures following an investigation.

Ofcom stated X will review and assess suspected terrorist and hate content, and convey details through its dedicated illegal content reporting tool within 24 hours of it being flagged, on average. The company also agreed to engage with experts regarding reporting systems and pledged to withhold accounts that are flagged for posting illegal content. X is to submit performance data to Ofcom every quarter over 12 months, allowing the regulator to monitor the situation against targets set.

Oliver Griffiths, Ofcom Online Safety Group director, said it is calling on social media sites to tackle the problem of terrorist and illegal hate speech head-on, adding that this is of particular importance in the UK following several hate-motivated crimes suffered by the country’s Jewish community. “These commitments are a step forward, but there’s a lot more to do. We’re grateful for the support we’ve received from civil society and other expert organisations to scrutinise these platforms, and we’ll continue working with them extensively to drive forward changes for people in the UK,” he added.

Ofcom launched a compliance program in December 2025 to assess if social media companies had systems in place to address reports of illegal content. A separate Ofcom investigation into X’s AI chatbot Grok is ongoing.
